The most common victims of abuse and neglect usually fall into one of three categories:

• Elderly - Any person 65 years of age or older who is dependent on others for any activities of daily living.
  
  
• Dependent Adult - Persons between the ages of 18 and 64 years who have physical or mental limitations that restrict
  their ability to carry out normal activities of daily living or to protect their rights.
  
  
• Developmentally Disabled - Persons with a developmental disability making them dependent on others for their activities
  of daily living. This includes persons whose physical or mental abilities have diminished because of age or injury.
